Pearl Harbor was an attack by a foreign country, Japan. They were not trying to overthrow the United States, just keep us out of the Pacific. (it didn’t work).

9/11 was an attack by a foreign terrorist organization. (Al-Queda). They were not trying to overthrow the United States, just keep us out of Middle East conflicts. (it didn’t work).
